Variations

Hi All

There has been a trend within the business unit lately that is one I am very keen to reverse and I’ll need everyone’s help to make that happen.

Over the last 3 or 4 months there has been rapidly increasing occurrences of work being done by contractors outside the scope of the contract (i.e. a variation) that is not covered by the contract approval. Either the work value is outside the contingency amount, outside the approval authority of the PM or SPM, or both. The work being done is also therefore not covered by a purchase order, contravening State Water’s procurement policy.

I am then asked to retrospectively approve the variation or retrospectively request approval of the CEO or the Board and retrospectively create or adjust a purchase order. Please note that just because you may have mentioned the issue to me in a conversation does not equal approval to proceed.

This is obviously of great concern to me.

This email is the line in the sand. From today onward we must manage contracts correctly (and as per the contract) with regard to variations i.e;

a) The contractor identifies that some thing or other may be outside the scope of the contract. Contractors should be made aware upfront that variation payments will not be considered for work that has already been undertaken i.e. always obtain State Water’s approval before undertaking work that outside the scope of the existing contract. No exceptions.
b) If the PM agrees that the work is a variation and that the work needs to be done he / she must first obtain the necessary approvals as per the authorities manual before the work is undertaken.
c) If and when approval is received, the purchase order can be amended and the contractor can be instructed to undertake the work as per the adjusted purchase order.

I will reiterate; please do not instruct contractors to undertake work that is not approved. Work that is not approved will not be covered by a State Water purchase order and you may be liable for payment if you order work to be undertaken without one.

Moore on the Murray

Here are some some photos of my recent trip down the Murray River from Hume Weir to Yarrawonga Weir (early April 2010). Please note there have been some editorial changes provided by Beth!!!! (but thanks heaps for your help).

The lazy trip took seven days and covered about 230km by boat. Four friends, two per boat, plus an esky (and swag) boat in tow. Some of you may recognise the former OIC at Menindee Lakes (mike Arandt). Can highly recommend it. Excellent way to view some of the river management challenges faced by SWC. These are public photos, several still remain censored.
